This series consists primarily of near print materials produced for the 129th-133rd ILO governing body sessions (1955-1956). Delaney was a member of the ILO governing body from 1948 to 1958. Some documents contain substantial notes taken by Delaney, some contain marginal notes, however most contain no notes.

Material types include: agenda documents, amendments, reports, position papers, speeches, and correspondence.

Also present are speeches Delaney delivered, and correspondence, especially concerning solicitation of his input on reports.
