Larry Hogan Associates, Inc., 1959-1974
This subseries contains files about Hogan’s career in his public relations and advertising firm, Larry Hogan Associates, Inc., his investigation of corruption in state and county officials, and files related to Prince George’s County in general. Hogan was also a part-time editor for Telephony, a journal published by the Telephone Publishing Corporation. During this time, Hogan was involved in various committees and associations, including the Prince George’s Republican Action Committee, Maryland’s Crime Commission, and the Apartment Association of America. There are files related to his work on these committees in this subseries. In addition, there are also research files related to Carlton Sickles, Representative of Maryland’s at-large congressional seat (1963-1967). Sickles ran for Governor of Maryland in 1966 and lost.
Hogan’s corruption investigation centered on officials in Prince George’s County government for organized gambling, bribery, and illegal zoning practices in the late 1960s. People investigated include George J. Panagoulis, Prince George’s Chief of Police; Jesse S. Baggette, a County Commissioner; Gladys N. Spellman, a County Commissioner; Frank J. Lastner, a County Commissioner; Roger D. Rocks, president of Rocks Engineering Company; William L. Kahler, a zoning attorney; John J. McBurney, Chairman of the Washington Suburban Sanitary Commission (WSSC); J. Dudley Digges, Chief Judge of Maryland’s 7th Judicial Circuit; Robert O. Walker, head of the Central Purchasing Department; and Dudley C. Bayliss, Chief of Parkways and Roads for the National Park Service of the Department of the Interior. There are also files related to John Buckley, “Fat Jack,” a former FBI agent who assisted Hogan with his investigations. In the collection, there are drafts of a book Hogan was writing about his investigations titled “Politicians Versus the People.”
Materials include correspondence, articles, newspaper clippings, land maps, speeches, interviews, Congressional Record pages, reports, and book drafts.
