Biographical / Historical
Justin Williams (1929 - ) was born in River Falls, Wisconsin, but attended high school in Pacific Grove, California, before him and his mother moved to Japan to be with his father. His father, Justin Williams, Sr., was a first lieutenant in the Army for General Douglas MacArthur's staff, working in the Government Section of SCAP. Williams, Jr. arrived in Japan during the winter of 1946, remaining there until 1948. He attended the Tokyo American School to finish his high school education and then spent one year as a sailor with the Office of U.S. Army Transportation Command. When he returned to the United States, he attended the University of Wisconsin, where he graduated from the Naval ROTC program and with a bachelor’s degree in international affairs. Williams, Jr. then spent sixteen years in the Marines, becoming a deputy controller and working as a data processor during the Vietnam War. While with the Marines, he earned his master’s in international affairs and his MBA from George Washington University. He then went on to work for the U.S. Agency for International Development for about sixteen years before retiring at the age of 55.
