The Helen L. Koss Papers contain material from 1972 to 2002; the bulk of the materials originating between 1975 and 1979. The collection is primarily comprised of correspondence, bills and research material, including official committee reports. The vast majority of the materials relate to her position in the House of Delegates, though a small number of documents relating to Delegate Koss's speaking engagements are also included.

This series includes a short biography of Helen L. Koss, as well as correspondence and transcripts from various speaking engagements. The events include luncheons, fundraisers, workshops, voter drives, and issue campaigns for organizations such as the League of Women Voters, Maryland Board of Education, Maryland-District of Columbia Utilities Association, The Metropolitan Washington Council of Governments, and numerous others.
This series contains all bills introduced by Koss, as well as any bills she contributed to. Folders include correspondence, research materials, articles and any other material kept by Delegate Koss related to the title bill.
In addition to striving for gender equality, Koss also served on the Election Laws Task Force, which sought to ensure political campaigns were funded fairly and that candidates or supporters did not encroach upon designated polling places. This series includes all research, correspondence, drafts and regulations surrounding the Election Laws Task Force.
This series contains all materials related to the women’s issues which Delegate Koss worked on. Helen Koss devoted most of her time in office to aiding women, particularly those who experienced divorce and the subsequent loss of income. In addition to this, she sought to eliminate discrimination in areas such as insurance and salaries. Some correspondence with constituents is restricted.
This series contains all material related to the Center for Displaced Homemakers, which offered services and training to women who have experienced divorce, separation, disability or the death of a spouse.
