The Hillandale Citizens Association (HCA) represents approximately 1,400 households in the Hillandale neighborhood of Silver Spring, Maryland. The HCA serves several purposes for the residents of Hillandale, including: providing a forum for residents’ concerns to be heard; holding social activities; and representing the interests of the neighborhood before the Montgomery County Council and other decision-makers, especially on issues of zoning, planning, development, schools, public safety, and transportation. The Hillandale Citizens Association records cover the years spanning from 1960 to 2020 and contain HCA publications, papers of association presidents, records of the Association's organization, and maps of locations in the Hillandale neighborhood.
This collection is open to the public and must be used in the Special Collections reading room. Researchers must register and agree to copyright and privacy laws before using this collection.

The Hillandale Citizens Association records, ranging from 1960-2020, include the HCA constitution and by-laws; copies of The Hillandale Bulletin; directories of residents; minutes of public meetings and meetings of the Executive Committee; records concerning major issues dealt with by the HCA, and papers of the HCA presidents, which include records from their involvement in other civic organizations. A number of these issues of the monthly community newsletter, the Hillandaler, are included in this collection. Topics include the re-location of the U.S. Food and Drug Administration (FDA) and speeches and personal documents of National Security Agency (NSA) intelligence analyst and classification expert, Meyer J. Levin. The collection includes primarily textual records and oversized maps. There are also: photographs, one floppy disk; and audiocassette tapes.
This collection contains audiovisual materials. Items that cannot be used in the Special Collections reading room or are too fragile for researchers require that a digital copy be made prior to use. The collection also contains born-digital materials. If you would like to access these materials, please contact us prior to your visit as items may require specialized software for access.
This collection was donated to the University of Maryland Libraries by Paul Rood and Suzanne Levin on behalf of the Hillandale Citizens Association on March 19, 2022.
This collection was been minimally processed by Grace Baty in 2025. Aside from some rough groupings of similar material, the collection came to the Libraries in no particular order. In most cases, materials have not been arranged chronologically or grouped by format. Oversize maps arrived rolled up and were unrolled and flattened under empty oversize folders. All maps were rehoused in acid free map folders. Some maps are fragile but stable with added support in the folders. One map is larger than the folder size and needs evaluation by Preservation.
