Scope and Contents Prior to the merger, on June 9, 1954, the AFL and CIO signed a No-Raiding Agreement to resolve jurisdictional claims in a manner mutually beneficial to the two parties. Following the merger in December 1955 the provisions of the No-Raiding Agreement were incorporated into the AFL-CIO Constitution as Article III, Sections 3 and 4, forming the basis of the federation's internal disputes plan.
