Abstract
Harold E. Wigren (1913-2002) was a communications pioneer throughout the 1950s and 1960s; in Houston from 1947 to 1960 and then at the National Education Association (NEA) in Washington from 1961 to his retirement in 1977. His doctoral dissertation on developing educational television can be considered one of the first in the public broadcasting field.He joined the NEA staff as the educational telecommunications specialist for the Division of Instruction and Development.
