Overview James Leaders Loper has had a long and distinguished career in broadcasting, particularly in Los Angeles, California where he served as the director of Broadcasting Service Center at California State University from 1960-1962. In 1962, he became deeply involved in the movement to establish a non-commercial television station in Los Angeles.
