Overview William Harley started his broadcasting career in the 1940s as program director of Wisconsin Broadcasting System. Then, from 1950 to 1952 he was program coordinator of Ford-National Association Educational Broadcasters' Adult Educational Radio Project. From 1960 to 1975, he was president of the National Association of Educational Broadcasters (NAEB).
