Overview From 1965 to 1971, James Karayn, Jr. was the executive producer and chief of National Educational Television's Washington bureau. In 1971, Karayn founded the National Public Affairs Center for Television (NPACT), serving as its president until 1975. From 1977 to 1983, he was president and general manager of WHYY-TV and WHYY-FM in Philadelphia and Wilmington, Delaware.
