The University Council consisted of upper-level university officials who worked in conjunction with the University Senate in an advisory and/or administrative capacity. The council's records consist of minutes recording the deliberations and activities of this body and documenting matters relating to routine, day-to-day operations of the university.

The University Council records consist of minutes recording the deliberations and activities of this body, which document matters relating to the routine, day-to-day operations of the University. These materials comprise Series 1.
The historical background and full significance of the University Council is not known. It is believed that the University Council worked in conjunction with the University Senate in an advisory and/or administrative capacity. A series of other bodies, the Council of Administration, the General Council, the Administrative Board, and the General Administrative Board were also believed to have worked with the University Senate in a similar capacity. However, it is not known if each of these bodies was a separate entity with a unique name, or if they are all the same body called by various names, or if the advisory body's name was officially changed periodically.

The University Council records were transferred to the University of Maryland College Park Libraries in 1972 by the College Park Campus Senate.
One series was identified in the University Council records. These records were removed from the binding in which they were received, refoldered into an acid-free folder, and boxed into an acid-free container. Lastly, the guide was written.
